Norma is an Enrolled Agent, U.S. Coast Guard veteran, and retired IRS Appeals Manager dedicated to helping individuals and small businesses resolve complex tax issues.

Over a career spanning more than two decades, Norma worked on the front lines, managed teams, and helped shape internal procedures within the agency. Her former roles include:

  • Collection Appeals Team Manager: Managed and trained Collection Appeals Officers, oversaw complex domestic and international collection cases, led international training workshops, and conducted numerous presentations for the tax practitioner community.

  • Revenue Officer Advisor: Reviewed field casework, advised on Trust Fund Recovery Penalties and federal tax liens, and developed procedures to improve case outcomes.

  • Appeals Program Manager/Analyst: Shaped policy and improved case management systems to ensure cases were evaluated accurately.

As an Appeals Team Manager for many years, Norma approved hundreds of collection settlements. This background gives her a complete, full-picture understanding of how the IRS develops, reviews, and decides cases.
